FRANKFORT, Ky. -- – Legislation calling for creation of the Council on Revenue Reform has cleared the Kentucky Senate budget committee. The panel of economic experts would recommend ways to improve the efficiency of Kentucky's tax code, and then lawmakers would have to vote the plan up or down in the 2012 session.

The committee vote was unanimous, but Senate Minority Leader R.J. Palmer says the panel should also include lawmakers.

"We have members of the executive branch as well. And then stakeholders like the state Chamber of Commerce, the CPA's, things of that nature."

The committee also said yes to legislation requiring revenue bills to be posted for public review 48 hours before lawmakers take any votes on them. Both measures now head to the Senate floor.
