Paul Raises Questions About NSA Programs

LOUISVILLE, Ky. -- U.S. Sen. Rand Paul is calling into question the effectiveness of the government's sweeping surveillance of U.S. communications to thwart terror plots.

The Kentucky Republican said Friday he believes the government can be effective in catching would-be terrorists by obtaining warrants to review records.

Paul says he doubts that tracking programs by the National Security Agency have been responsible for catching terrorists.
