The outgoing Democratic governor of Kentucky has signed an executive order to restore the right to vote and hold public office to thousands of non-violent felons who've served out their sentences.  Gov. Steve Beshear signed the order Tuesday. He leaves office next month.

Democratic Gov. Steve Beshear will give his final State of the Commonwealth address Wednesday night before a joint session of the Kentucky General Assembly.  This is the last year of Beshear's second term as Kentucky's governor. He cannot seek re-election because of term limits.
