Senate Moves Abortion Bill, House Holds Off Another

Both the Kentucky Senate and House dealt with abortion-related legislation Wednesday, with the former passing a bill outlawing the sale of fetal tissue and the latter engaging in parliamentary wrangling over an informed consent measure.

A response to disputed videos purporting to show Planned Parenthood employees discussing transactions involving fetal tissue, Senate Bill 25 makes changes to what's called the Uniform Anatomical Gift Act in an effort to ensure the practice is barred in the commonwealth. The bill is just one of several abortion measures in play this session, but unlike in previous year Republican Senate President Robert Stivers said some might have a chance of making it to the governor's desk.

"Individuals who have not in the past generally been supportive voted for those bills here on the Senate floor, so you can see that the mentality of the bodies, both the House and Senate, are changing for various reasons," Stivers told reporters.

Meanwhile, on the other end of the Capitol, Democrats repelled a minority-led move to bring SB4 to the floor for a vote. The chamber adjourned without acting on the bill, which would require an in-person meeting between women seeking an abortion and their physicians at least 24 hours before the procedure.
