FRANKFORT, Ky. -- – Gov. Steve Beshear is applauding the Kentucky Horse Racing Commission's decision to pursue instant racing at horse tracks.

An instant racing bill failed to emerge from this year's General Assembly, but the commission believes the wagering game can be approved through the regulatory process. Gov. Beshear agrees.

"As you know, the attorney general issued an opinion indicating that if the racing commission changed certain regulations to redefine pari-mutuel wagering, that he felt that betting on historic racing was legal in Kentucky under current law."

Instant racing involves the use of video gaming machines to bet on previously run horse races. Opponents, like the Family Foundation of Kentucky, say it's just another form of casino gambling, but the governor and the racing commission disagree.
